Quebec's legal age was raised to 21 in 2020. If you are 18–20, you cannot legally purchase cannabis in Quebec. Consider visiting Alberta (age 18) or other provinces (age 19) instead.

The Most Restrictive Province

Quebec demands special attention because it is simultaneously one of Canada's most culturally exciting destinations and its most restrictive cannabis jurisdiction.

What's Different in Quebec

  • Legal age: 21 — Raised from 18 in 2020, the highest in Canada
  • SQDC monopoly — The Societe quebecoise du cannabis is the sole legal retailer. No private stores.
  • Public consumption banned everywhere — Prohibited in all indoor and outdoor spaces open to the public, including sidewalks, parks, streets, and plazas. Effectively confined to private residences with the owner's permission.
  • Home cultivation completely banned — Upheld unanimously by the Supreme Court of Canada in April 2023 in Murray-Hall v. Quebec
  • Additional product bans — Cannabis candies, desserts, and flavoured vape products are more strictly regulated than in other provinces

SQDC Stores

Despite the restrictions, SQDC locations offer a professional shopping experience with competitive pricing — flower starts around C$4.50/gram thanks to government buying power. Extended hours at 20 busy locations (open until 10 PM Thursday through Saturday) launched in July 2025. A new Vieux-Montreal location opened in July 2025, serving the tourist district.

Montreal: Making It Work

Montreal offers extraordinary cultural value despite the restrictions. The city's legendary festival scene — Jazz Festival, Just for Laughs, Osheaga — attracts millions. Edibles consumed at private accommodations create natural pairings with Montreal's world-class food and nightlife. The Plateau neighbourhood maintains a long cannabis culture history.

Annual 420 celebrations at Mount Royal continue as community gatherings.

First Nations Alternative

For visitors under 21, First Nations reserves in Quebec maintain an age-18 minimum. Mary Jane's dispensary in Oka (~35 minutes from downtown Montreal) is popular for this reason.

Beyond Montreal

  • Mont-Tremblant: Ski-and-cannabis pairing with consumption in private chalets
  • Eastern Townships: Artisanal wine-and-cheese country with cannabis consumed at private accommodations

Quebec rewards visitors who plan carefully around private consumption spaces. Book 420-friendly accommodations in advance, purchase from SQDC stores, and enjoy Montreal's incredible culture within the legal framework.
