The Lounge Gap

Consumption lounges remain the biggest gap in Canada's cannabis infrastructure. Health Canada does not issue permits for cannabis cafes or lounges at the federal level. Notable exceptions operate through creative workarounds — research exemptions, private club models, and beverage-focused licensing.

This is actively changing: BC began allowing outdoor cannabis consumption spaces in 2024, the Ontario Chamber of Commerce is pushing for formal lounge licensing, and the Yukon identified dedicated consumption spaces as key to cannabis tourism growth.

Vancouver Lounges
